[ MEMORANDUM CIRCULAR NO. 59, April 05, 2004 ]

ENJOINING ALL INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT) PROFESSIONALS, EXECUTIVES, PRACTITIONERS, USERS AND ALLIED PROFESSIONS IN THE ACADEME AND GOVERNMENT SERVICE TO ATTEND THE "FIRST NATIONAL SUMMIT ON CRITICAL INFORMATION AND COMMUNICATIONS INFRASTRUCTURE PROTECTION" TO BE CONDUCTED JOINTLY BY THE COC-IS TASK FORCE FOR THE SECURITY OF CRITICAL INFRASTRUCTURES (TFSCI) AND THE CHIEF INFORMATION OFFICERS FORUM, INC. (CIOF)

WHEREAS, the Task Force for the Security of Critical Infrastructures (TFSCI) under the Cabinet Oversight Committee on Internal Security (COC-IS) was tasked to ensure the protection of critical infrastructure through coordination, collaboration and partnership among and between government and the private sector, in partnership with the ChiefInformation Officers Forum, Inc. (CIOF) – a professional organization of ICT professionals/planners and executives in the government sector committed to promote and support effective use of ICT in governance;

WHEREAS, TFSCI in partnership with CIOF will hold The First National Summit on Critical Information and Communications Infrastructure Protection with the theme "Managing a Cyber-Safe Philippines" on April 15-16, 2004, at the EDSA Shangri-La Hotel, Mandaluyong City;

WHEREAS, the conference aims to encourage concerted efforts towards the use of ICT as a tool for Philippine progress; present and discuss (a) the latest ICT developments in cyber infrastructure security; (b) public and private sector roles in securing critical cyber infrastructure; (c) available technologies for securing ICT infrastructure; and (d) policies on various cyber security efforts of the government. NOW, THEREFORE, I, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, hereby order: SECTION 1. All heads of government departments, bureaus, offices, agencies, local government units, government-owned and/or controlled corporations and their subsidiaries, government financial institutions, and state universities and colleges are hereby enjoined to:

1. Allow their ICT executives, planners, professionals, practitioners, users, educators and allied professions in the government service to participate in The First National Summit on Critical Information and Communications Infrastructure Protection on April 15-16, 2004, provided that their attendance will not prejudice the regular delivery of service of the agency concerned; and

2. Consider the conference an official staff development activity of the participants, subject to availability of funds.

Section 2. All ICT executives, planners, professionals, practitioners, users, educators and allied professions who will participate in the conference are enjoined to:

1. Participate actively in the discussions; and

2. Gain additional knowledge about new technological developments on cyber security as these pertain to their agency situations and needs.1âшphi1
