[ EXECUTIVE ORDER NO. 87, May 21, 2025 ]
UPDATING THE LIST OF DESIGNATED STATISTICAL ACTIVITIES THAT WILL GENERATE CRITICAL DATA FOR DECISION-MAKING OF THE GOVERNMENT AND PRIVATE SECTORS
WHEREAS, Executive Order (EO) No. 352 (s. 1996) established the System of Designated Statistics as a framework used by the national government to identify, prioritize and organize the collection, production and dissemination of key statistical data through the conduct of designated statistical activities;
WHEREAS, designated statistical activities pertain to the specific tasks or activities, such as censuses and surveys, to be conducted by government agencies to generate critical data that are essential for economic planning, program development, and policy-making by both the govenrment and private sectors;
WHEREAS, Republic Act (RA) No. 10625 or the "Philippine Statistical Act of 2013" created the Philippine Statistics Authority (PSA) as the central statistical authority of the national government mandated to develop and maintain appropriate frameworks and standards for the collection, processing, analysis and dissemination of data;
WHEREAS, RA No. 10625 further established the PSA Board as the highest policy-making body on the matters related to government statistical operations, data quality standards, and classification of collected data;
WHEREAS, consistent with its duties and functions under RA No. 10625, the PSA Board, through Resolution No. 16 (s. 2024), resolved to approve and adopt the updated list of designated statistical activities under EO No. 352;
WHEREAS, updating the list of designated statistical activities under EO No. 352 aims to ensure the availability of reliable data that reflect the current state of the Philippine economy and socioeconomic growth, enabling data-driven policy-making that better address the nation's evolving needs and challenges; and
WHEREAS, the issuance of special non-immigrant visas to Digital Nomads is consistent with the Philippine Development Plan 2023-2028 and the Administration's thrust and commitment to promote tourism, economic development, and digital innovation in the country; and
WHEREAS, Section 17, Article VII of the 1987 Constitution vests in the President to ensure the faithful execution of laws;
NOW, THEREFORE, I, FERDINAND R. MARCOS, JR., President of the Philippines, by virtue of the powers vested in me by the Constitution and existing laws, do hereby order:
Section 1. Adoption. The updated list of designated statistical activities attached as Annex A hereof, is hereby adopted. The updated list of designated statistical activities shall support the generation of critical and essential data for administrators, planners and policy-makers in both the govenrment and private sectors.
Any modification, addition, or deletion in Annex A hereof shall be approved by the PSA Board.
Section 2. Reporting and Dissemination. To ensure timely dissemination of statistical data to the public, all concerned government agencies are hereby directed to submit the results of the conduct of the designated statistical activities and administrative reports to the PSA within the timeframes designated and approved by the PSA Board.
Section 3. Adherence to Official Statistical Standards. All designated statistical activities shall conform to official statistical standards, including classifications, frameworks, methodologies, concepts, and definitions, as approved by the PSA Board. Any improvements or revisions to these standards shall be adopted by implementing agencies only upon the approval of the PSA Board.
Section 4. Agency support. All concerned govenrment departments, agencies, bureaus, offices and instrumentalities, including government-owned or -controlled corporations, are hereby directed, and local government units and the private sector are hereby encouraged, to undertake efforts in support of the implementation of this Order.
Section 5. Funding. The amounts necessary to carry out the implementation of this Order shall be charged against the current and available appropriations of the PSA and the Implementing Agencies under Annex A hereof, subject to pertinent budgeting, accounting, and auditing laws, rules and regulations. Thereafter, the funding requirements necessary for the continued implementation of this Order shall be included in the budget proposals of the PSA and the Implementing Agencies, subject to the usual budget preparation process.
Section 6. Separability. If any part or provision of this Order is declared invalid or unconstitutional, the provisions not affected thereby shall remain in full force and effect.
Section 7. Repeal. EO No. 352 (s. 1996) is hereby repealed. All other issuances, orders, rules and regulations, or parts thereof, that are inconsistent with this Order, are hereby repealed or modified accordingly.
Section 8.(awÞhi( Effectivity. This Order shall take effect immediately upon its publication in the Official Gazette or in a newspaper of general circulation.
