[ EXECUTIVE ORDER NO. 500, December 27, 1991 ]

GRANTING MEDICAL CARE BENEFITS TO UNEMPLOYED PERMANENT PARTIAL DISABILITY PENSIONERS, WHO ARE NO LONGER COVERED UNDER THE MEDICARE PROGRAM, AND THEIR DEPENDENTS

WHEREAS, it is the avowed policy of the government to provide adequate medical care services to the people;

WHEREAS, under the present policy, all active Social Security System members, retiree-pensioners, death and total disability pensioners, and their dependents enjoy medicare benefits;

WHEREAS, Social Security System's unemployed permanent partial disability pensioners, who are no longer covered under the Medicare Program, and their dependents must likewise be assisted in the medical care expenses similar to the death and total disability pensioners and their dependents;

WHEREAS, actuarial studies show that the Health Insurance Fund administered by the Social Security System can further finance the benefits of their unemployed permanent partial disability pensioners, who are no longer covered under the Medicare Program, and their dependents without impairing the said Fund's viability;

NOW, WHEREFORE, I, CORAZON C. AQUINO, President of the Philippines by virtue of the powers vested in me by law, do hereby order:

Section 1. Social Security System's unemployed permanent partial disability pensioners, who are no longer covered under the Medicare Program, and their dependents shall be entitled to Medical Care benefits as provided for by law, without need of any additional contribution.

Section 2. This Executive Order shall take effect on the 1st day of January, 1992.
