[ EXECUTIVE ORDER NO. 356, December 03, 1971 ]

CREATING A SPECIAL EVALUATION AND AWARDS COMMITTEE TO EVALUATE BID PROPOSALS AND PROPOSED NEGOTIATED CONTRACTS OF THE PHILIPPINE NATIONAL RAILWAYS, NATIONAL POWER CORPORATION AND PEOPLE’S HOMESITE AND HOUSING CORPORATION.

WHEREAS, there is an urgent need to ensure a coordinated and expeditious implementation of the Rehabilitation and Selective Modernization Projects of the Philippine National Railways (PNR) and of the foreign-assisted projects of the National Power Corporation (NPC) and the People’s Homesite and Housing Corporation (PHHC);

NOW, THEREFOR, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Special Evaluation and Awards Committee which shall evaluate all prequalification requirements, bid proposals and proposed negotiated contracts and make or approve awards thereof, composed of the following:

Administrator, Office of Economic Coordination or his representative Chairman

Director-General of the Presidential Economic Staff or his representative Member

The General Manager of the Corporation concerned, or his representative Member

All bid proposals and proposed negotiated contracts for the Rehabilitation and Selective Modernization projects of PNR and the foreign assisted projects of NPC and PHHC shall no longer be processed or evaluated by the Boards of Directors and existing award committees in PNR, NPC, PHHC, the Permanent Cabinet Committee on Public Bidding or the Permanent Cabinet Committee on Negotiated Contracts, but are hereby automatically transferred to the jurisdiction of this Special Evaluation and Awards Committee which process, evaluate and approve same in accordance with existing laws or rules applicable thereto.
