DECLARING THE GREATER MANILA TERMINAL FOOD MARKET, INC. (GMTFM) SLAUGHTERHOUSE AND CHICKEN DRESSING PLANT A NATIONAL ABATTOIR AND DIRECTING ALL PROVINCIAL GOVERNORS, CITY MAYORS AND MUNICIPAL MAYORS TO MINIMIZE UNDUE INCREASES OF, AND THUS STABILIZE PRICES OF LIVESTOCK MEAT AND POULTRY PRODUCTS BY FACILITATING THE UNRESTRICTED MARKETING THEREOF TO AND FROM THE GREATER MANILA TERMINAL FOOD MARKET TO ALL PROVINCES, CITIES AND MUNICIPALITIES

WHEREAS, the Greater Manila Terminal Food Market, Inc. (GMTFM) is a corporation fully owned and subscribed by the Development Bank of the Philippines, established primarily to stabilize the prices of essential food commodities and, at the same time, encourage increased food production by developing an integrated-efficient system of produce marketing, to the end that the public shall enjoy abundant food commodities at low prices;

WHEREAS, to meet this public need, the GMTFM and the Bureau of Animal Industry entered into and executed a memorandum of agreement to establish a Slaughterhouse and a Chicken Dressing Plant to serve the needs of the public at the GMTFM complex in Taguig, Rizal, pursuant to the provisions of Commonwealth Act No. 340 and Act No. 3639, duly approved by the Secretary of Agriculture and Natural Resources;

NOW, THEREFORE, I, FERDINAND E. MARCOS, by virtue of the powers vested in me by law, and to insure the success of this worthy undertaking, do hereby declare and proclaim the aforesaid Slaughterhouse and Chicken Dressing Plant in the GMTFM complex situated at Taguig, Rizal a national abattoir; and, further, hereby direct and urge all provincial governors, city mayors, and municipal mayors:

1. To extend their fullest cooperation to facilitate the unrestricted trading in their respective jurisdictions of all livestock meat, chicken and poultry products, slaughtered, stored, dressed and processed in the GMTFM National Abattoir.

2. To prevent unnecessary delays and/or harassment in the marketing or deliveries of such products originating from and through the GMTFM to all provinces and municipalities.

3. To undertake such measures as may be needed to assist the GMTFM and the Bureau of Animal Industry in the immediate or accelerated conclusion of negotiations and/or transactions with the traders in their respective jurisdiction on all matters related to the marketing of such produce for the best interest of the public.

Done in the City of Manila, this 6th day of July, in the year of Our Lord, nineteen hundred and seventy-one.
