[ EXECUTIVE ORDER NO. 190, September 16, 1969 ]

DECREEING THE USE OF VOTER’S IDENTIFICATION CARD ISSUED BY THE COMMISSION ON ELECTIONS FOR IDENTIFICATION PURPOSES IN TRANSACTIONS WITH ANY GOVERNMENT OFFICE OR GOVERNMENT-OWNED OR CONTROLLED CORPORATION

WHEREAS, pursuant to Republic Act No. 3588, as amended, also known as the Permanent Registration Law, a voter’s identification card duly issued by the Commission on Elections serves and is considered as a document for the identification of each registered voter;

WHEREAS, a voter’s identification card bears the voter’s name, address, age, sex, civil status, occupation, passport or identification photograph, thumbmark, number of precinct where he is registered, signature, and the signature of the registrar; and

WHEREAS, the data appearing in the voter’s identification card and the manner of preparing, issuing, and filing it, suffice to make it a valid identification card in any transaction with any government office wherein identification may be required, in addition to the presentation of residence certificate pursuant to Commonwealth Act No. 465, as amended, and thereby minimize fraudulent transactions involving public funds;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, and upon recommendation of the Commission on Elections, do hereby decree the use of the voter’s identification card duly issued by the Commission on Elections pursuant to Republic Act No. 3588, as amended, for identification purposes in connection with any transaction with any government office or government-owned or controlled corporation, wherein identification may be required and to require said government offices to accept the voter’s identification card as a sufficient means of identification.1a⍵⍴h!1
