[ EXECUTIVE ORDER NO. 81, August 14, 1967 ]

CREATING A COMMITTEE TO COORDINATE THE INVESTIGATION, HANDLING AND DISPOSITION OF APPREHENDED ILLEGAL ENTRANTS (ALIENS) AND FOREIGN VESSELS VIOLATING PHILIPPINE LAWS.

WHEREAS, past and recent apprehensions of illegal entrants (aliens) and incursions of foreign vessels into our territorial waters indicate the need for sustained and vigorous efforts to stop this throat to our national security;

WHEREAS, considerable delay is suffered in the handling, investigation and disposition of cases brought by referral of the cases from the office or department concerned to another; and

WHEREAS, it is felt that speedy disposition of these cases can best be attained by a Committee wherein all Department and Bureaus concerned are represented;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby create a Committee composed of:

Representative, Department of Foreign Affairs . . . . .Chairman
Representative, Philippine Constabulary . . . . .Member
Representative, Bureau of Immigration . . . . .Member
Representative, Bureau of Fisheries . . . . .Member
Representative, Philippine Army . . . . .Member
Representative, Philippine Navy . . . . .Member
Representative, Anti-Smuggling and Action Committee . . . . .Member

to handle the investigation of all cases of illegal entrants and foreign vessels apprehended violating our territorial waters, its disposition of these cases shall be final unless otherwise directed by higher authorities or provided by law.

The Committee shall have the power to call upon any Department, Bureau or Office for necessary assistance in the attainment of its objectives. Administrative requirements shall be borne by each of the Department and Bureau represented, pro-rata.
