AUTHORIZING THE BUREAU OF STANDARDS TO PROMULGATE RULES AND REGULATIONS ON THE MARKING OF GOODS STANDARDIZED BY THE BUREAU

WHEREAS, the Bureau of Standards created for the setting of standards of Philippine commodities finds it more practicable to leave the technique and know-how of production to the producers/manufacturers subject to a system of well defined inspection, testing, quality control and marking of standardized goods with standards certification mark established by the Bureau; and

WHEREAS, such marking of standardized goods or commodities will serve as a guaranty that such goods or commodities conform to established standards, thereby facilitating marketing, protecting unwary public from buying poor quality manufacturers, distributors and the consumers who are the ultimate beneficiaries of standardization:

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Bureau of Standards to promulgate, subject to the approval of the Secretary of Commerce and Industry, such rules and regulations providing for the marking of goods standardized by the Bureau and for other purposes.
