[ EXECUTIVE ORDER NO. 44, September 10, 1966 ]

DECLARING DECEMBER 12-16, 1966, AS THE PERIOD FOR THE ASIAN MINISTERS OF LABOR CONFERENCE WITH THE PHILIPPINES AS THE HOST COUNTRY AND DESIGNATING THE SECRETARY OF LABOR AS HEAD OF THE PHILIPPINE DELEGATION AND IN CHARGE OF CONFERENCE PREPARATIONS WITH NECESSARY POWERS AND AUTHORITY

WHEREAS, Asians have a solemn obligation to strive towards their social and economic well-being;

WHEREAS, we Filipinos feel the urgency for concerted action towards the achievement of this well-being at the highest possible level;

WHEREAS, this goal can be approached multilaterally among Asians on a regional basic through their respective labor ministries; and

WHEREAS, the Republic of the Philippines is in a position to provide the forum on manpower development and related labor problems by extending invitations to Asian countries of a relatively equal level of socio-economic development as ours for the purpose of exchanging views and information on basic labor problems common in this part of the world and formulating measures of mutual assistance and regional cooperation in meeting such problems.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare December 12-16, 1966, as the period for the 1966 Asian Ministers of Labor Conference with the Philippines as the host country.ᇈWᑭHIL

The Secretary of Labor is hereby designated as the head of the Philippine delegation with full powers and to recommend the membership of said delegation as well as to extend, in the name of the Republic of the Philippines, the invitations to this conference. He shall take charge of all the necessary preparations and, for this purpose, is authorized to create the necessary committees and to call upon any department, bureau, office or agency of the Government, including government-owned or controlled corporations, for such assistance as he may need in discharging his above duties and functions. He is also authorized to program, budget and disburse such funds as are assigned for this conference, subject to the usual accounting and auditing requirements, and shall make a final report on said conference to the President within thirty (30) days from the adjournment thereof.

Done in the City of Manila, this 10th day of September, in the year of Our Lord, nineteen hundred and sixty-six.
