BY THE PRESIDENT OF THE PHILIPPINES

[ EXECUTIVE ORDER NO. 20, April 12, 1966 ]

INSTITUTING THE ORDER OF THE GRIEVING HEART

By virtue of the powers vested in me by law, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order:

Section 1. There is hereby created a decoration, to be known as the ORDER OF THE GRIEVING HEART, to be awarded by the President of the Philippines to Filipino citizens, as well as to foreign nationals, who have lost their lives in rendering outstanding voluntary services for the cause of humanity.

Section 2. The ORDER OF THE GRIEVING HEART shall be as follows:

“The Heart in GULES (red) on top a cross in ARGENT (silver); crowned by laurel wreath in VERTE (green); on top a sampaguita laurel in ARGENT VERTE (Silver and green) clasping a moire red ribbon 1½ inch in width.”

Section 3. The decoration of the ORDER OF THE GRIEVING HEART shall be awarded posthumously to any person entitled thereto, in which case the same shall be received by his legal heirs; if there be no legal heirs, by his nearest of kin; and if there be no heir or nearest of kin, by any person designated by the President, or the Secretary of Foreign Affairs, acting by authority of the President, to receive the award on behalf of the deceased.

Section 4. The Philippines Heraldry Committee is directed to prepare the design and specifications for the decoration, subject to the approval of the President.1a⍵⍴h!1
