BY THE PRESIDENT OF THE PHILIPPINES

[ EXECUTIVE ORDER NO. 83, May 18, 1964 ]

REQUIRING ALL DEPARTMENTS, BUREAUS, OFFICES, AGENCIES, INSTRUMENTALITIES, AND POLITICAL SUBDIVISIONS OF THE GOVERNMENT, INCLUDING THE CORPORATIONS OWNED AND CONTROLLED BY THE GOVERNMENT, THE ARMED FORCES, GOVERNMENT HOSPITALS, AND PUBLIC EDUCATIONAL INSTITUTIONS TO BUY THROUGH PUBLIC BIDDING FROM LOCAL TEXTILE MILLS, WHENEVER AVAILABLE, ALL THEIR REQUIREMENTS FOR CLOTHING MATERIALS.

WHEREAS, it is the policy of the Government to patronize goods manufactured in the Philippines in order to encourage local industries and conserve dollar reserves; and

WHEREAS, local textile mills now manufacture clothing materials, such as ramie, khaki, denims, herringbone twills, blankets, towels drills, sheetings, and absorbent gauze, which are generally considered as satisfactory for the use of the Armed Forces, hospitals, public educational institutions, and other government entities;1âшphi1

NOW, THEREFORE, I, DIOSDADO MACAPAGAL, President of the Philippines, by virtue of the powers vested in me by law, do hereby order;

1. All clothing materials needed by all departments, bureaus, offices, agencies, instrumentalities, and political subdivisions of the Government, including the corporations owned and controlled by the Government, the Armed Forces, Government hospitals, and public educational institutions shall be purchased through public bidding, from local textile mills, whenever available.

2. This order revokes Executive Order No. 524, dated August 12, 1952, Executive Order No. 215, dated November 17, 1956, and Executive Order No. 51, dated September 17, 1963.
