[ EXECUTIVE ORDER NO. 112, April 21, 1955 ]

AUTHORIZING THE COMMISSIONER OF IMMIGRATION TO ISSUE THROUGH THE SECRETARY OF JUSTICE READMISSION CERTIFICATES TO REFUGEES WHO TAKE ADVANTAGE OF THE REFUGEE RELIEF ACT OF 1953 OF THE UNITED STATES

WHEREAS, the Refugee Relief Act of 1953 of the United States grants over a period of three years immigrant status to 214,000 aliens; over and above the number of immigrant visas which may, according to the present rates of issuance, be issued by American consular officers to quota and nonquota immigrants during the same period;

WHEREAS, section 7 of said Act requires that an alien applying for an entry visa thereunder be in possession of a certificate of readmission guaranteeing his readmission to the country in which he obtains a visa under this Act if it turns out that he obtained it by fraud or by misrepresenting a material fact; and

WHEREAS, the benefits of said Act cannot be extended to the Philippines unless it issues the certificate required in section 7 thereof;

NOW, THEREFORE, I, RAMON MAGSAYSAY, President of the Philippines, by virtue of the powers vested in me by law, do hereby authorize the Commissioner of Immigration to issue through the Secretary of Justice readmission certificates to refugees who desire to take advantage of the Refugee Relief Act of 1953 of the United States, guaranteeing their readmission to the Philippines after it is subsequently found that they have obtained their visas under said Act by fraud or by misrepresenting n material fact.
