FIXING THE CEILING PRICE OF PALAY

By virtue of the powers vested in me by Section 3 of Republic Act No. 509, entitled “An Act declaring National Policy, authorizing the President of the Philippines for a limited period to fix Ceiling Prices of Commodities and to promulgate Rules and Regulations regarding Prices of Commodities to effectuate such Policy, and authorizing the appropriation of a certain sum for the purpose,” and upon the recommendation of the Rice Emergency Board, I, ELPIDIO QUIRINO, President of the Philippines, do hereby order:

The ceiling price of palay per cavan (44 kilos, Macan, ordinary) is hereby fixed at P11 F.O.B. Manila. In places outside of the City of Manila the ceiling price thereof shall be determined by deducting from said sum the actual cost of transportation of the palay from the place of purchase to Manila, the amount of which shall be determined by the General Manager of the Price Stabilization Corporation who shall also fix standard estimates of weights per sack of palay based on the different periods from the date of harvest to give allowance for shrinkage.
