[ EXECUTIVE ORDER NO. 280, October 12, 1949 ]

RETURNING TO THE JURISDICTION OF THE DEPARTMENT OF AGRICULTURE AND NATURAL RESOURCES AND THE BUREAU OF LANDS ALL PUBLIC LANDS FORMERLY COVERED BY EXPIRED JAPANESE LEASES AND APPLICATIONS OF DUMMIES OF JAPANESE AND OTHER FOREIGN NATIONALS PREVIOUSLY PLACED UNDER THE ADMINISTRATION AND CONTROL OF THE NATIONAL ABACA AND OTHER FIBERS CORPORATION.

By virtue of the powers vested in me by law, I, ELPIDIO QUIRINO, President of the Philippines, do hereby order that all public lands formerly covered by Japanese expired leases and cancelled or rejected applications of dummies of Japanese and other foreign nationals previously placed under the administration and disposition of the National Abaca and Other Fibers Corporation, pursuant to the provisions of Executive Order No. 29, dated November 25, 1946, and Executive Order No. 99, dated October 22, 1947, which are actually occupied and/or cultivated and developed by war veterans and other persons at their own expense, are hereby returned to, and placed under, the jurisdiction, control and disposition of the Department of Agriculture and Natural Resources and the Bureau of Lands, in accordance with the provisions of Act No. 3038 and Commonwealth Act No. 141, as amended.

The Bureau of Lands shall cause the lands herein involve to be surveyed to determine the actual occupants thereof; to require the actual occupants to file sales applications for their respective holdings, and to pay the necessary occupation fees to said Bureau from the time it takes over the administration thereof, and to take such other steps as may be necessary in accordance with existing laws and regulations for the proper administration and disposition of said lands.

Executive Orders Nos. 29 and 99, dated November 25, 1946, and October 22, 1947, respectively, are hereby modified accordingly.
