[ EXECUTIVE ORDER NO. 213, April 20, 1949 ]

AMENDING FURTHER EXECUTIVE ORDER NO. 79, DATED DECEMBER 17, 1945, ENTITLED “CREATING A QUEZON MEMORIAL COMMITTEE TO TAKE CHARGE OF THE NATION-WIDE CAMPAIGN TO RAISE FUNDS FOR THE ERECTION OF A NATIONAL MONUMENT IN HONOR OF THE LATE PRESIDENT MANUEL L. QUEZON”

Executive Order No. 79, dated December 17, 1945, as amended by Executive Order No. 12, dated August 19, 1946, Executive Order No. 137, dated May 7, 1948, and Executive Order No. 164, dated August 12, 1948, is hereby further amended to read as follows:

“By virtue of the powers vested in me by law, I, ELPIDIO QUIRINO, President of the Philippines, do hereby create and constitute a Quezon Memorial Committee which shall be composed of the following:

The Honorable, the Secretary of the Interior Chairman
Hon. Jose Yulo Vice-Chairman
Hon. Tomas B. Morato Vice-Chairman
The Honorable, the Secretary of Finance Member
The Honorable, the Secretary of Education Member
The Honorable, the Secretary of Labor Member
The President, Philippine Amateur Athletic Federation Member
The President, Philippine Chamber of Commerce Member
The President, Confederation of Women's Clubs Member
The Treasurer of the Philippines Treasurer
Mr. Antonio Rivero Member

“The Committee shall take charge of the nation-wide campaign to raise funds for the erection of a memorial foundation in honor of the late President Manuel L. Quezon, as well as the selection of the most suitable site on which to erect the same. The Quezon Memorial Committee is hereby authorized to appoint and organize as many sub-committees as may be necessary in the provinces, municipalities, and chartered cities, and to promulgate rules and regulations to carry out the work entrusted to it. The Committee shall meet at such times and places as may be designated by the Chairman and shall submit its report to the President from time to time.

“All funds coming into the Treasury of the Quezon Memorial Committee shall be deposited with the Philippine National Bank or with any other banking institution authorized to do business in the Philippines and the necessary withdrawals therefrom shall be made only by checks duly signed by the Treasurer of the Committee and countersigned by the Chairman and by the auditor to be designated by the Auditor General.

“All books of account kept in connection with the campaign shall always be made available for audit by the authorized representative of the Auditor General.”
