[ EXECUTIVE ORDER NO. 189, December 15, 1948 ]

ALLOWING THE FREE IMPORTATION OF MEDICAL ARTICLES OR SUPPLIES INTENDED FOR RESEARCH, CLINICAL INVESTIGATION OR EXPERIMENTAL PURPOSES IN CONNECTION WITH THE TREATMENT OF HUMAN DISEASES WHEN IMPORTED BY, OR FOR THE ACCOUNT OR BENEFIT OF, THE GOVERNMENT OR ANY OF ITS BRANCHES, AGENCIES OR INSTRUMENTALITIES

By virtue of the powers vested in me by the Constitution and the Emergency Powers Law, I, ELPIDIO QUIRINO, President of the Philippines, do hereby order:

1. Medical articles or supplies and medicinal preparations specifically intended for research, clinical investigation or experiment in the treatment of human diseases, shall be imported free of customs duties if such importation is made directly by, or for the account or benefit of, the Government or any of its branches, agencies or instrumentalities engaged in such research, clinical investigation or experiment.

2. The provisions of the Philippine Tariff Act of 1909, as amended by Act 4198, including those of Act 3194, are hereby modified accordingly.1a⍵⍴h!1
