APPROPRIATING THE SUM OF THIRTEEN MILLION PESOS FOR PUBLIC WORKS

WHEREAS, important public works projects, such as bridges, roads, artesian wells, waterworks, river control works, sea protection works, irrigation systems, and public buildings, I have been destroyed or damaged or their construction and improvement suspended on account of war operations;

WHEREAS, it is deemed urgent that those public works projects be repaired or reconstructed, or their construction undertaken, for the social and economic rehabilitation of the people; and

WHEREAS, further abandonment of these projects would net only retard recovery and revival of trade, commerce, industry and agriculture so indispensable In the economic life of the country, but would also expose them to further damages of greater proportion, thus necessitating a vast outlay of public funds for their repair or reconstruction and maintenance;

NOW, THEREFORE, I, SERGIO OSMEŅA, President of the Philippines, by virtue of the powers vested in me by the Constitution and the existing laws of the Philippines, do hereby set aside the sum of Thirteen million pesos or so much thereof as may be necessary out of any funds in the National Treasury not otherwise appropriated, to be allotted by the Secretary of Public Works and Communications, and expended under the disrection of the Director of Public Works, for the purposes specified hereunder:

1. For the maintenance and repair of national roads, including the purchase of necessary materials, supplies and equipment ₱3,000,000.00
2. For aid to provinces and chartered cities for the construction, maintenance and repair of provincial roads and city streets, including the purchase of necessary materials supplies and equipment 5,500,000.00
3. For ,aid to municipalities for the construction, maintenance, and repair of municipal or barrio roads, including the purchase of necessary materials, supplies and equipment 1,320,000.00
4. For the repair and drilling of artesian walls, reconditioning and/or repair of drilling machines, maintenance of well drilling tools and equipment, including the purchase of necessary supplies, materials and equipment 200,000.00
5. For aid for the repair, construction and improvement of water supply systems, including the purchase of necessary supplies, materials and equipment 500,000.00
6. For the acquisition, maintenance, repair and improvement of existing river control works, including the purchase of necessary supplier, materials and equipment 325,000.00
7. For the maintenance, repair and improvement of existing sea protection works, including the purchase of necessary supplies, materials and equipment 200,000.00
8. For the construction, repair, reconstruction and improvement of national irrigation systems, including the purchase of necessary supplies, materials and equipment 800, 000.00
9. For the investigation and surveys of irrigation projects, including the purchase of the necessary supplies, materials and equipment 50, 000. 00
10. For the investigation and study of the flood control and drainage of Manila and the towns bordering Laguna, Lake, including the purchase of the necessary supplies, materials and equipment 50,000.00
11. For the investigation, survey and adjudication of water rights, including the purchase of the necessary supplies, materials and equipment 20, 000,00
12. For the maintenance and. repair of ports 55,000.00
13. For the repair of national buildings, and the alteration, reconstruction and repair of public buildings including private buildings and lots rented by the Government including the purchase of the necessary supplies, materials and equipment; provided that this fund shall not be used to improve, alter, in such a manner as to make it appear practically new 1,000,000.00

The appropriations herein provided shall he reimbursed to the General Fund from the proceeds of the sale of bonds authorized under Commonwealth Act No. 6118: Provided, That the balances of the said appropriations the destination of which has not been determined by proper authority on June 30, 1947, and the balances of appropriations remaining unexpended on June 3 0, 1948, shall revert to the bond fund concerned.
