[ Executive Order No. 45, June 2, 1945 ]

SUSPENDING THE OPERATION OF ACT NO. 4139 IN SO FAR AS SAID ACT PROVIDES FOR THE COLLECTION OF RENTALS FOR TEXTBOOKS

WHEREAS, under Act No. 4139 the Director of Education is authorized to rent textbooks to intermediate and secondary school pupils at a rate not exceeding twenty-five per centum of the value of the books for one year or fifteen per centum of the value of the books for one semester which rate shall be fixed by the Secretary of Instruction and Information upon the recommendation of the Director of Education;

WHEREAS, under the prevailing economic conditions obtaining throughout the Philippines, many parents cannot afford to pay such rentals;

NOW, THEREFORE, I, SERGIO OSMEŅA, President of the Philippines, by virtue of the powers in me vested by the Constitution and the laws of the Commonwealth of the Philippines, particularly Commonwealth Act No. 671, and upon recommendation of the Secretary of Instruction and Information, do hereby suspend the operation of Act No. 4139 in so far as the said Act requires the collection of rentals on textbooks for the use of intermediate and secondary school pupils, the said suspension to last for the duration of the present war against Japan and for six months thereafter.1aшphi1
