[ EXECUTIVE ORDER NO. 19-W, September 21, 1944 ]

APPROPRIATING FUNDS TO BE USED AS AID FOR THE OPERATION OF THE PROVINCIAL, CITY AND MUNICIPAL CIVIL GOVERNMENTS WHICH MAY BE REESTABLISHED IN THE PHILIPPINES UPON REOCCUPATION

WHEREAS, it is necessary that upon the reoccupation of the Philippines, provincial, city and municipal civil governments should be re-established as soon as possible; and

WHEREAS, said political subdivisions might not have sufficient funds or sources of revenue with which to defray the expenses of civil administration during the early period of reoccupation;

NOW, THEREFORE, I, SERGIO OSMEŅA, President of the Philippines, by virtue of the powers vested in me by the Constitution and pursuant to the provisions of the Emergency Powers Law, do hereby set aside the sum of Ten Million Pesos (P10,000,000) or so much thereof as may be necessary out of any funds  of the Government of the Commonwealth of the Philippines not otherwise appropriated to be used as aid for the operation of the provincial, city and municipal civil government which may be reestablished upon the reoccupation of the Philippines.1âшphi1
