DESIGNATING PHILIPPINE ARMY EXTRA CANTONMENT ZONES IN ALL MOBILIZATION CENTERS AND EMPOWERING THE DIRECTOR OF HEALTH TO PROMULGATE ALL NEEDFUL HEALTH RULES AND REGULATIONS THEREIN

In order to protect the health of the personnel of the Philippine Army taking part in the present training mobilization and to forestall the occurrence of epidemics of dangerous communicable diseases in Army mobilization centers, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers vested in me by section nine hundred and forty-seven of Act Numbered Twenty-seven hundred and eleven, as amended by Commonwealth Act Numbered One hundred and sixty-three, do hereby designate a circular area or zone having a radius of five kilometers from any Army mobilization center to be a Philippine Army Extra Cantonment Zone.

I do hereby invest the Director of Health with emergency powers to promulgate, subject to the approval of the Secretary of Public Instruction, all necessary health rules and regulations to prevent or suppress epidemic or endemic diseases within such zones, which rules and regulations shall have full force and effect therein; and all provisions of local laws, regulations, or ordinances inconsistent therewith or repugnant thereto shall be suspended during the period from May first to May thirty-first, nineteen hundred and thirty-nine.

The Director of Health is hereby authorized to designate a medical officer in each Army post as his special representative to enforce such health regulations as he may prescribe within the limits of the Extra Cantonment Zone.
