[ EXECUTIVE ORDER NO. 45, July 06, 1936 ]

CREATING A NATIONAL TRANSPORTATION BOARD TO ADVISE THE GOVERNMENT ON THE IMPROVEMENT OF LAND, MARINE, AND AIR TRANSPORTATION FACILITIES

WHEREAS, the Constitution of the Philippines prescribes that the State may, in the interest of national welfare and defense, establish and operate means of transportation and communications; and

WHEREAS, the planning and operation of transportation facilities should be so coordinated as to insure the utmost economy of public expenditures consistent with efficiency and national interest and to avoid unnecessary duplication of such facilities;

NOW, THEREFORE, I, MANUEL L. QUEZON, President of the Philippines, by virtue of the powers in me vested by law, do hereby constitute and create a National Transportation Board consisting of the Secretary of Public Works and Communications as Chairman, and the Chief of Staff of the Philippine Army, the General Manager of the Manila Railroad Company, the Director of Public Works, and the Collector of Customs, as members.1âшphi1

This Board shall serve in an advisory capacity to the Government, its branches, subdivisions, and agencies, in regard to the improvement of land, marine, and air transportation facilities, including—

(a)   The planning of new highways;

(b)   The development of public railroad and motor vehicle services;

(c)    The location and improvement of ports;

(c)   The provision of facilities for air transportation; and

(e)   The coordination and systematization of all aids to navigation and transportation, whether on land, water, or the air.

This Board shall meet at the call of the chairman and shall submit reports covering its findings or recommendations from time to time.

Done at the City of Manila, this sixth day of July, in the year of Our Lord, nineteen hundred and thirty-six, and of the Commonwealth of the Philippines, the first.
