[ EXECUTIVE ORDER NO. 3, November 06, 1935 ]

APPOINTING GENERAL DOUGLAS MACARTHUR MILITARY ADVISER OF THE COMMONWEALTH AND CREATING THE NATIONAL DEFENSE COUNCIL

1. Under the authority conferred upon me by the Constitution and the existing laws, I, MANUEL L. QUEZON, President of the Philippines, do hereby appoint General Douglas MacArthur as military adviser of the Commonwealth of the Philippines.

2. A Council of National Defense is hereby constituted to consist of:

The President; the Vice-President; the Members of the Cabinet; two members of the National Assembly, to be designated by the President; two provincial governors, to be designated by the President; two former general officers of the Philippine Revolutionary Forces, to be designated by the President; the Chief of Constabulary, to sit as a member until a Chief of Staff of the Philippine Army is appointed. Col. Paulino Santos will serve as Secretary of the Council.

3. This Council shall advise the President on matters of National Defense and shall make recommendations on such other subjects as the President may from time to time submit for study and consideration.
