EXECUTIVE ORDER No. 1.

In the interest of efficiency of service and uniformity, as well as to secure greater dispatch and to avoid confusion, it is hereby ordered that in future all official communications from all Bureaus, Offices, officers, and employees of the Insular Government to persons, corporations. Offices, Bureaus, or Departments in the United States be sent through the Executive Bureau for transmittal to their destination through the Bureau of Insular Affairs of the War Department: Provided, however, That in urgent cases where it is imperative to catch an outgoing mail steamer the communication may be mailed direct to the Bureau of Insular Affairs and a copy simultaneously sent to the Executive Bureau with a statement of such mailing and the date thereof.1âшphi1
